California Individual & Family Plans: Tax Season SEP Extended to Off-Exchange Plans
The tax season Special Enrollment Period we told you about in early March has been extended, in California, to off-exchange plans. This means your clients can apply directly through Health Net of California, Inc. or Health Net Life Insurance Company (Health Net). Clients can enroll through April 30, 2015.
The tax season Special Enrollment Period (SEP) is a limited enrollment opportunity for consumers who did not realize there was a tax penalty in 2014 or learned they may face a penalty in 2015. This SEP runs through April 30, 2015.
- On-exchange: via Covered California
Clients who want to enroll via Covered California™ can apply online at www.CoveredCA.com. The SEP details are here. Clients enrolling via Covered California have to attest only that they didn’t realize there was a tax penalty by selecting “Informed of Tax Penalty Risk” on the drop-down menu.
All Individual & Family plans we offer through Covered California are available: Health Net of California, Inc. HMO or HSP plans and Health Net Life Insurance Company EPO insurance plans.
- Off-exchange: directly through Health Net
Clients can enroll directly through Health Net. To apply, please have your clients complete a paper application. Under the “Part IV. Special Enrollment Period” section, your client should write “Tax SEP” in the “Qualifying event #” section. Clients must also include the tax penalty attestation form. Online applications will not be accepted for this SEP due to the required attestation form.

Application deadlines and effective dates
Applications received via fax by the:
- 15th of April will be effective May 1, 2015.
- 16th of April through April 30 will be effective on June 1, 2015.
The Affordable Care Act requires individuals to have minimum essential coverage for at least 10 months in every calendar year. Clients who enroll in coverage now will have a prorated tax penalty: two months for May effective dates and three months for June if such coverage is maintained through the end of the year.
After April 30, 2015
Individual & Family plan applicants must qualify for a Special Enrollment Period other than the tax season SEP in order to enroll in health coverage for 2015 after April 30. Getting married, having a baby, adopting a child, and losing employer-sponsored coverage are examples of events that qualify for a Special Enrollment Period.
