ACA Form 1095B Postcard Mailing to Subscribers

For all Western Region Brokers: 2015 Health Coverage Postcard Mailing 

Starting February 23, 2016, [today] Health Net will send postcards informing subscribers that Form 1095B for tax year 2015 will be mailed to them at the end of March. Keep in mind that individuals may file their tax returns prior to receiving Form 1095B.

Health Net will provide the Form 1095B to the “responsible individual” – this is usually the subscriber – enrolled in an off-Exchange Individual and Family plan, fully insured small or large group plan. You can click on each state below to view the postcard that is being mailed out.

Health Net to Notify Oregon Members About Oregon Insurance Commissioner’s Public Hearing

As you know, Health Net, Inc. and Centene Corporation have entered into a merger agreement. Our news release announcing the combination is here.

In connection with the proposed merger, Health Net and Centene have made a number of filings to obtain the necessary regulatory approvals.

In the next several days, Health Net will notify its Oregon members and the public about the Oregon Insurance Commissioner’s public hearing regarding the proposed merger, which is scheduled to take place on November 12, 2015.

Minimum Essential Coverage Reporting Activity

Health Net will begin requesting Subscriber and Dependent Social Security Numbers on September 21, 2015

The Affordable Care Act (ACA) Section 6055 requires Health Net to report Minimum Essential Coverage (MEC) data to the IRS about the coverage for each individual, including covered dependents starting in 2016.

Health Net will report MEC data to the IRS for all commercial fully insured business with the exception of Individual Marketplace (“on-exchange”) plans. Health Plans are not required to report for government programs including state health plans, Medicare, and Medicaid/Medi-Cal.

Same Sex Marriage Supreme Court Ruling – Update

The U.S. Supreme Court ruling on June 26, 2015 deems that all couples have the right to marriage regardless of their gender. Additionally, all states must recognize a marriage that was entered into in a different jurisdiction.

Effective June 26, 2015 health plans must cover married couples, regardless of gender, if spousal/dependent coverage is offered. Health Net of Arizona, Inc. will offer an additional Special Enrollment Period (SEP) to allow spouses to be added through September 30, 2015.
