Starting February 23, 2016, [today] Health Net will send postcards informing subscribers that Form 1095B for tax year 2015 will be mailed to them at the end of March. Keep in mind that individuals may file their tax returns prior to receiving Form 1095B.
Health Net will provide the Form 1095B to the “responsible individual” – this is usually the subscriber – enrolled in an off-Exchange Individual and Family plan, fully insured small or large group plan. You can click on each state below to view the postcard that is being mailed out.

Covered CaliforniaTM is giving consumers until Saturday, February 6 to complete their enrollment for 2016 coverage if they start an application before midnight on January 31, 2016. Health Net of California, Inc. and Health Net Life Insurance Company (Health Net) are extending the same courtesy to your clients who want to enroll in one of our off-exchange plans.
As part of the affordable Care Act (ACA), high-cost health plans will be subject to an excise tax on benefits that exceed a pre-determined cost threshold beginning January 1, 2018. Though it is a full two years away, Health Net is here to help you start gathering information now to be prepared for the future!
The excise tax, known as the “Cadillac Tax” applies to insured and self-funded large and small group health plans. The amount of the tax is 40 percent of the amount considered in excess of the cost threshold. Final regulations, however, have not been issued, and we expect further IRS guidance before the tax is assessed.

Last week brought another change to the Affordable Care Act.
The definition of small business group, which was slated to change to 1-100 employees in 2016, will remain at 1-50 employees nationally. What happens on the state level depends on the state legislatures. On October 1, 2015, Congress approved legislation to repeal the Affordable Care Act provision, which previously expanded the definition of small business group to 1-100 employees.
